Anthropic offers governments 40% off Claude as the $1 deal ends

A new GSA deal replaces the $1-per-user Claude offer with usage-based pricing and a 40% discount.

On October 27, Anthropic said it widened its agreement with the US General Services Administration (GSA). Government buyers get 40% off Claude Enterprise, Claude for Government and the Claude API.

Anthropic says the deal covers federal agencies and also state, local, tribal and territorial governments, who can buy through GSA’s Multiple Award Schedule. FedScoop describes the discount as applying to token-based usage across Claude models for federal agencies. Anthropic adds that purchases through cloud providers are included “in the coming months.”

There is no minimum spend. Agencies pay for what they use. Anthropic estimates the discounts could save government about $1 billion and says roughly 500 federal, state and local organizations already use Claude.

The new terms replace Anthropic’s earlier $1-per-user offer, which FedScoop says was extended to the end of October. Anthropic also plans an implementation program in the coming weeks.

The catch: Pay-per-use pricing is harder to predict. FedScoop cites Gartner and Forrester warning that a small group of heavy users can drive most of the bill. The $1 billion savings figure is Anthropic’s own estimate.

What it means for small businesses

  • This deal does not change pricing for private businesses.
  • If you sell to government, expect buyers to ask about AI use and usage-based costs.
  • If you use an API, you already pay by usage. Check whether your provider lets you set a spending cap.

What to do now

  • Check how your current AI tools bill: per seat or per use.
  • If you pay per use, review last month’s usage and set an alert.
